Once a Delaware LLC has its Certificate of Formation stamped and approved by the state of Delaware, the next step is to obtain a Federal Tax ID Number, also known as an EIN, from the IRS. Please note that this not a Delaware Tax ID (from the state), but rather a federal number. You do not need to apply for a separate Tax ID from the state of Delaware itself.
An SS-4 form should be completed and submitted to the IRS in order to generate the Federal Tax ID number. When applying for the EIN, you will be required to answer a number of questions in order to complete the SS-4 application.

we have just incorporate in Delaware but we realise that even with an EIN we are not able to open a paypal or 2checkout account as they ask for a SSN which we do not have as the owner/shareholder do not live in the USA. Traditionally the Social Security Number or SSN is a number that is issued at birth in the United States. The second type of individual tax number is the ITIN number. The term “ITIN” stands for Individual Taxpayer Identification Number. Any person who needs a tax identification number but is not eligible to obtain a Social Security Number can apply for an ITIN. Many of our non US clients use this ITIN when applying for the bank account, accounts with Paypal or other online merchants.

The Federal Tax ID Number is typically necessary for an LLC or corporation to lawfully conduct business activities, especially if you're operating a business in the United States. All U.S. companies are required to have an EIN to open a U.S. bank account, obtain loans, hire employees or if there is a tax or reporting requirement to the U.S. Government for the entity. Looking to get EIN , is it possible to get without a LLC , also my business would be within the US and outside the US. I am going to do business with Charter, Directv and Comcast as a retailer, do this needs some special requirements, as i understand that i need to pay $300 per year a flat tax being as a Delaware LLC . We do not know that company. You could try looking it up in the Delaware Division of Corporations database, if it is a Delaware LLC.
